2019年5月,中國汽車工程學(xué)會(huì)正式發(fā)布《長三角氫走廊建設(shè)發(fā)展規(guī)劃》?!栋l(fā)展規(guī)劃》指出,到2030年,長三角地區(qū)將擁有超過20萬輛燃料電池汽車、500座加氫站,覆蓋20條以上的高速路,氫走廊實(shí)現(xiàn)全覆蓋聯(lián)動(dòng)。
資料顯示,長三角作為中國氫能產(chǎn)業(yè)示范領(lǐng)先地區(qū),具有產(chǎn)業(yè)環(huán)境潛力大、示范推廣全面展開、氫氣基礎(chǔ)資源豐富、加氫基礎(chǔ)設(shè)施支撐等良好的發(fā)展基礎(chǔ)與優(yōu)勢。但長三角各先行城市之間尚未有效達(dá)到車站協(xié)同、互通聯(lián)動(dòng)、共利共贏的局面。建設(shè)連接長三角城市的氫走廊可有效打破目前困局,以加氫基礎(chǔ)設(shè)施網(wǎng)絡(luò)化為主體,打通燃料電池汽車互通路徑,有利于形成區(qū)域協(xié)同和示范效應(yīng)、推進(jìn)能源轉(zhuǎn)型生態(tài)文明建設(shè)。
氫走廊的發(fā)展以長三角城市群城際間帶狀及網(wǎng)狀加氫基礎(chǔ)設(shè)施建設(shè)為重點(diǎn),兼顧重點(diǎn)城市市內(nèi)加氫基礎(chǔ)設(shè)施建設(shè),以滿足城際間交通加氫需求為出發(fā)點(diǎn),適度超前建設(shè),以推動(dòng)實(shí)現(xiàn)加氫基礎(chǔ)設(shè)施與氫燃料電池汽車的協(xié)調(diào)平衡發(fā)展為目標(biāo)。氫走廊建設(shè)將分為三個(gè)階段,發(fā)展規(guī)劃目標(biāo)如下表所示:
《長三角氫走廊建設(shè)發(fā)展規(guī)劃》顯示,長三角氫走廊有5大發(fā)展基礎(chǔ);建設(shè)發(fā)展規(guī)劃有5項(xiàng)重點(diǎn)任務(wù)和8項(xiàng)保障措施。
5大發(fā)展基礎(chǔ):1. 產(chǎn)學(xué)研聯(lián)合創(chuàng)新,燃料電池產(chǎn)業(yè)鏈完備;2. 氫資源豐富,氫氣供應(yīng)鏈完備;3. 地方政府積極引導(dǎo),推動(dòng)產(chǎn)業(yè)發(fā)展;4. 加氫基礎(chǔ)設(shè)施日趨完善,燃料電池汽車示范運(yùn)營全國領(lǐng)先。
資料顯示,長三角地區(qū)工業(yè)副產(chǎn)氫在40萬噸以上,現(xiàn)有天然氣重整制氫裝置可釋放產(chǎn)能20萬噸以上,此外,風(fēng)電光伏等可再生能源豐富,以上資源可供給400萬燃料電池乘用車和12.8萬噸燃料電池客車。此外,目前,江蘇蘇州、如皋、張家港、常熟;上海;浙江寧波、嘉善等均發(fā)布了發(fā)展規(guī)劃或促進(jìn)意見?;A(chǔ)設(shè)施方面,長三角地區(qū)共有6座運(yùn)營的加氫站和17座在建或規(guī)劃的加氫站,另有636輛燃料電池物流車和24輛燃料電池公交車分別在上海、如皋、張家港等地運(yùn)營。
5項(xiàng)重點(diǎn)任務(wù):1. 推動(dòng)加氫基礎(chǔ)設(shè)施建設(shè);2. 加快燃料電池汽車推廣;3. 統(tǒng)籌氫氣資源保障體系;4. 探索可持續(xù)發(fā)展的商業(yè)模式;5. 完善政策標(biāo)準(zhǔn)法規(guī)框架體系。
8項(xiàng)保障措施:1. 強(qiáng)化組織領(lǐng)導(dǎo);2. 靈活供應(yīng)土地;3. 明晰審批管理;4. 加強(qiáng)財(cái)稅支持;5. 拓寬融資渠道;6. 加強(qiáng)安全監(jiān)管;7. 優(yōu)化產(chǎn)業(yè)環(huán)境;8. 加強(qiáng)科普宣傳。
亞化咨詢《中國氫能產(chǎn)業(yè)鏈年度報(bào)告2019》研究表明,中國氫能與燃料電池發(fā)展主要集中于長三角、珠三角、京津冀和華中地區(qū),其中,長三角地區(qū)發(fā)展氫能與燃料電池產(chǎn)業(yè)具有如下3大方面優(yōu)勢:
1)中國工業(yè)副產(chǎn)氫(丙烷脫氫、乙烷裂解)資源集中
亞化咨詢研究表明,僅以丙烷脫氫為例,長三角地區(qū)就集中了衛(wèi)星石化、三錦石化、寧波海越、東華能源等企業(yè)。此前于2019年4月,衛(wèi)星石化表示,公司丙烷脫氫項(xiàng)目富余氫氣約3萬噸/年,而烯烴綜合利用項(xiàng)目建成后將富余氫氣約25萬噸/年。
若以液氫運(yùn)輸,假設(shè)運(yùn)輸半徑為300km,中國現(xiàn)有工業(yè)副產(chǎn)氫(丙烷脫氫、乙烷裂解)資源完全可以覆蓋整個(gè)長三角地區(qū),甚至整個(gè)東部沿海地區(qū)。
2)長三角地區(qū)經(jīng)濟(jì)十分發(fā)達(dá)
公開數(shù)據(jù)顯示,目前長三角地區(qū)GDP總量最大。綜合各地統(tǒng)計(jì)數(shù)據(jù),2018年長三角地區(qū)GDP總量超過21萬億元,占全國經(jīng)濟(jì)總量的23%。
3)高校眾多
高校及建設(shè)學(xué)科名單的通知》,首批雙一流大學(xué)建設(shè)高校共計(jì)137所,其中建設(shè)世界一流大學(xué)42所。亞化咨詢統(tǒng)計(jì)顯示,長三角地區(qū)共有8所高校入選。

May 2019, SAE-China released <Yangtze River Delta Hydrogen Corridor Construction Development Plan>. <Development Plan> pointed out, by 2030, Yangtze River Delta will own more than 200k fuel cell vehicles (FCV), 500 hydrogen refueling stations (HRS), covers more than 20 thruways and the hydrogen corridor realize whole coverage linkage.
Information shows that, as China hydrogen energy industry demonstration leading area, Yangtze River Delta has good development foundation and advantages of great industrial environmental potential, demonstration popularization wholly spread, abundant hydrogen resources and good hydrogen refueling infrastructures support etc. Yet, each pioneer city of Yangtze River Delta has not reached the situations of vehicles – stations coordination, intercommunication and linkage and win-win. Constructing hydrogen corridor, connecting cities of Yangtze River Delta, can effectively break this difficult position, setting hydrogen refueling infrastructures network as main body, get through FCV intercommunication path are benefit for forming regional coordination and demonstration effect, advance energies transformation and construction of ecological civilization.
Development of hydrogen corridor focuses on construction of Yangtze River Delta city group belt and network hydrogen refueling infrastructures, as well as main cities in-city hydrogen refueling infrastructures, set meeting intercity transportation hydrogen refueling requirement as starting point, moderate advance construction, target at promoting and realizing coordination and balanced development of hydrogen refueling infrastructure and FCV. Construction of hydrogen corridor will have three stages and targets of development planning are as table shown below:
<Yangtze River Delta Hydrogen Corridor Construction Development Plan> shows that, Yangtze River Delta hydrogen corridor has 5 development foundations; while construction development planning has 5 main tasks and 8 supporting measures.
5 Development Foundations: 1. Industry-Academia-Research joints with innovation, fuel cell industrial chain perfection; 2. Abundant hydrogen resources, hydrogen supply chain perfection; 3. Local governments actively guiding and promote industry development; 4. Hydrogen infrastructures tend to be perfection, FCV demonstration operation leading in China.
Information shows that, Yangtze River Delta has more than 400kt industrial byproduct hydrogen; current existed natural gas reforming to hydrogen devices can release more than 200kt capacity; besides, wind power and photovoltaic etc. renewable energies are abundant, above resources can supply 4M fuel cell passenger-used vehicles and 128k fuel cell coaches. What is more, at present, Jiangsu Suzhou, Rugao, Zhangjiagang, Changshu; Shanghai; Zhejiang Ningbo, Jiashan etc. all released development planning or promotion opinions. In terms of infrastructures, Yangtze River Delta totally has 6 operation HRS and 17 HRS under construction or planning, and there also are 636 fuel cell logistics vehicles and 24 fuel cell public buses operating in Shanghai, Rugao and Zhangjiagang etc. places.
5 Main Tasks: 1. Promote construction of hydrogen refueling infrastructure; 2. Accelerate popularization of FCV; 3. Make overall plans of hydrogen resources guarantee system; 4. Explore commercial mode of sustainable development; 5. Perfect policies standards and regulations framework system.
8 Supporting Measures: 1. Strengthen organizational leadership; 2. Supply land flexibly; 3. Clear check and approval management; 4. Enhance finance and taxation support; 5. Broaden financing channel; 6. Enhance safety supervision; 7. Optimize industrial environment; 8. Strengthen public science education.
ASIACHEM <China Hydrogen Energy Industrial Chain Annual Report 2019> research indicates that, China hydrogen energy and fuel cell development mainly focuses on Yangtze River Delta, Pearl River Delta, Beijing-Tianjin-Hebei and Central China, among, Yangtze River Delta developing hydrogen energy and fuel cell industry has 3 advantages as below:
1) China industrial byproduct hydrogen (propane dehydrogenation [PDH], ethane cracking) resources are concentrated
ASIACHEM research indicates that, only take PDH as an example, Yangtze River Delta concentrated Satellite Petrochemical, Sanjin Petrochemical, Ningbo Haiyue and Oriental Energy etc. enterprises. Before, in Apr 2019, Satellite Petrochemical stated that, the company PDH project has about 30kt/a abundant hydrogen, after olefin comprehensive utilization project construction, it will have about 250kt/a abundant hydrogen.
If hydrogen transported by state of liquid, assuming transportation radius is 300km, then, China current existed industrial byproduct hydrogen (PDH, ethane cracking) resources can absolutely cover whole Yangtze River Delta and even the whole eastern coastal areas of China.
2) Economy of Yangtze River Delta is developed
Public data shows that, Yangtze River Delta has the largest GDP. Summarizing statistics data of each place, in 2018, Yangtze River Delta GDP exceeds CNY 21tr, occupies 23% of China total economy.
3) Many universities and colleges
Sep 2017, Ministry of Education, MOF and NDRC released <Inform on Announcing World First-tier Universities and First-tier Subject List>, among, there are 42 world first-tier universities. ASIACHEM data shows that, there totally are 8 universities and colleges in Yangtze River Delta been selected.
